Yes. Pierce is only good in PVP or against enemies with death resist - and at that point just use a convert. I can't think of many gear pieces where you have to pick between pierce or damage for pve, but I definitely prefer pierce. For example, the executive wands are way better than the director wands or whatever the damage versions are called. Simple. Shadow Shrike and Infallible. With 20% armor pierce given naturally from gear, adding Infallible giving 35%, and Shrike giving 85%, Ice's resist wouldn't matter.
